சொல்லின் மேல் ஆளுமை இல்லாதவர்கள் ஒரு விஷயத்தை நிறைய சொற்கள் பயன் படுத்திக் கூறுவார்கள்.  நல்ல உரைக்கு வேண்டிய பண்புகளாக வழுவின்மை, சுருங்கக் கூறல், விளங்க வைத்தல், இனிமை தருதல், பயன்தருதல் முதலியனவற்றைப் பரிமேலழகர் குறிப்பிடுகிறார். பேச்சு வன்மை இல்லாதவர்களுக்கு இந்த ஆற்றல்கள் இரா.  அந்த ஆற்றல்கள் உடையவர்கள் சில சொற்களையே பயன் படுத்தி தம் கருத்துக்களை உணர்தக் குடியவர்கள்.

“Solvanmai” refers to eloquence. This is not the mere ability to talk well or talk fluently.  While the chapter sets down the qualities and requirements for a convincing speaker (the chapter comes under a section which talks about qualities, duties and responsibilities for a minister), this specific kural tells what eloquence means.

In an earlier kural, clarity, brevity, faultlessness, pleasantness and usefulness have been set out as necessary qualities for persuasive speaker.  The couplet tells that people who are eloquent and have the above qualities will prefer to express themselves with a few words.  On the other hand, people who are not articulate will substitute fluency, using many words.  Typically, they will also be in love with using a lot of words.
