This chapter talks about the importance of enmity.  Alliances are key to the success of any endeavour. However, as per the kural, the effect and the contribution of the ally is very important.  Valluvar says that if your ally is not helping you  achieve your goal or is actively hindering you from realising your vision, he is worse than an enemy.  Therefore you have to actively & explicitly make him your enemy.  He goes to the extent of saying “even if you have to pay”!
For me there are two things of interest in this kural.  We all know how that one iditotic team member can bring down an entire project.  Most managers typically handle it passive-agressively.  However, (after enough screw ups over the years), we know that it is important to get rid of him and fast.  This is precisely what the kural is talking about.  I am also intrigued by the state of economics knowledge if he talks about paying a premium!
