Selecting a person to do a job is a very key part of ensuring success in Valluvar’s time as it is now.  This chapter talks about the HR aspects of a King’s job – how to select somebody for employment.  In that, this specific kural talks about delegation.

This is one of my favourite kurals.   To me this kural distills the essence of management in 7 words.

The kural says that when a king has an assignment, he should consider who can accomplish the job.  Having identified who can do the work, he should further consider whether the person has the correct tools and resources to complete the endeavour.  After ensuring the right person has the right resources to do the job, the king should let the selected person complete the job.  This last bit about allowing the person the freedom to complete the job, the importance of delegation, shows, in my opinion, Valluvar’s sophisticated understanding of management.

What else is there in management but selecting the right person, ensuring the right resources and delegating the authority to accomplish the job?  Everything else is fluff & reporting!
