ஒரு மன்னருக்கும் அமைச்சருக்கும் உள்ள உறவு கத்தி முனையில் நடப்பது போல் ஆகும்.  மன்னரின் ஆளுமைக்கு பங்கம் வராமல் தன்னுடைய கருத்துக்களை மன்னர் கேட்குமாறு ஒரு அமைச்சர் நடந்துகொள்ள வேண்டும்.  இது பற்றி பல்வேறு அத்தியாயங்கள் திருக்குறளில் உள்ளன.  அதில், இந்த அத்தியாயம் மன்னர் மனங்கோணாமல், அவருடன் ஒற்றி இருப்பது பற்றியது.

குறள் கூறுவதாவது: “தன்னை காத்துக்கொள்ள விரும்பும் அமைச்சர், மன்னன் கடிந்துகொள்ளக்கூடிய குற்றங்களை செய்யாமல் காக்கவேண்டும்.  அந்த குற்றங்களை அமைச்சர் செய்கிறாரோ என்ற சந்தேகம் கூட மன்னருக்கு வராமல் நடந்து கொள்ள வேண்டும்.  அப்படி சந்தேகம் வந்துவிட்டாலோ, அதை போக்கி மன்னரை தேற்றுவது மிகவும் கஷ்டம்.

என் சிற்றறிவுக்கு எட்டிய வரை, இந்த குற்றங்கள் அமைச்சர் தன் அதிகார வரம்பை மீறியோ அல்லது மன்னரிடம் அதிகம் சலுகை எடுதுக்க் கொண்டோ நடந்துகொள்வதில் ஆரம்பம் ஆகும்.  மன்னர் கருத்துக்கு எதிர் கருத்து கூறுவது இதில் சேராது.  தற்காலத்திலும் இது மேற்பார்வையாளர்-கீழதிகாரி உறவு முறைக்கு இது பொருந்தும்.

The relationship between a king and his minister is nuanced and for a minister, a tight-rope walk.  A minister has to ensure that he expresses his opinions at the right time in the right manner without challenging the king’s authority.  There are about 10 chapters devoted just to covering the nuances of the king-minister relationship in the Thirukkural.  Of those, this specific chapter, mannarai sernthozhuthal, talks about aligning with the king.

“A minister who wants to prevent fallout with a king has to ensure that he does not perform any action that rouses the king’s ire or suspicion.  Once such a suspicion is aroused, it is very difficult to remove it however good the relationship is between the minister and king, otherwise.”  The concept of the kural, acting to never arouse suspicion is sound.

Based on my understanding of the kural in the context of where it is presented and my experience, I believe that this refers to the minister taking liberties with the king or performing actions beyond his remit. It does not apply to expressing a valid view point that is quite different from the king’s own, even though that is liable to anger the king too.

Even contemporaneously this advice is applicable to a supervisor-subordinate relationship in an executive context.
