தெரிந்திருந்தும் பயத்தினால் அதை கூறாமல் விட்டுவிட்டால், தெரியாதிருப்பதர்க்கு சமமே.  ஆகவே, வள்ளுவர் அவையஞ்சாமை குறித்து மிக நுட்பமாய் விளக்குகிறார்.

“மனதில் உறுதி இல்லாமல், பேடியாய் இருப்பவர்க்கு வாளோடு என்ன தொடர்பு?  அது இருந்தும் பயனற்றதே. கற்றவர்கள் அவையில்  பேசு பயங்கொள்ளும் படித்தவருக்கு தம் புத்தகங்களால் என்ன பயன்? பேடியின் வாளைப்போல பயனற்றதே” என்று கூறுகிறது குறள்.

படித்தால் மட்டும் போதாது, படித்த படிப்பை நம் வாழ்க்கைக்கு உபயோகபடுத்த முடியாவிட்டால், அந்த படிப்பு பயனற்றதே.  ஒரு அமைச்சனுக்கு அறிவு மட்டும் போதாது.  பேச்சாற்றல், தர்க்கம், இடம் பொருள் எவலறிந்து பேசுதல், நயம் ஆகிய அனைத்து ஆற்றல்களும் இருந்தாலே தம் தொழிலில் பரிமளிக்க முடியும்.

One of the most important qualities that a minister (or an executive) should possess, in addition to knowledge and education, is the ability to express herself fearlessly in a forum of peers.  This need for absence of stage fright is the core proposition of this chapter, avaiyanjaamai.

“A sword in a coward’s hand is useless.  If an educated man is afraid to talk in an assembly of peers, then his books and knowledge are equally useless” says the kural, fearlessly.

 “Knowledge for knowledge’s sake” is not a philosophy that Valluvar subscribes to; he abhors dry, academic knowledge.  If education is not instrumental, then he has no use for it.  It is not enough for a minister to have knowledge; it is only useful if she is able to express it articulately, convincingly, logically and fearlessly in the manner appropriate to her audience.  Each of these qualities are essential for the effective functioning of a minister.
