“ஒரு சிறந்த தூதுவன் நீதி நூல்களை நன்கு
படித்திருக்க வேண்டும். பகை மன்னன் உள்ளத்தில் செய்தி நன்கு பதியுமாறு சொல்லக்கூடிய
சொல்லாற்றல் உடையவனாய் இருக்க வேண்டும். அப்படிச் சொல்லும் போது, அந்த அரசனின்
கோபத்திற்கு பயப்படாமலிருக்க வேண்டும்.
சூழ்நிலைகளுக்கு ஏற்றவாறு தன் காரியத்தை சாதிக்கத் தெரிந்தவனாய் வேண்டும்.
இவ்வளவு ஆற்றல்களும் ஒரு சேர பெற்றவனே நல்ல தூதுவன்” என்று துதுவனின் ஆதார
தகுதிகளை உயர்ந்த இடத்தில் வைக்கிறது குறள்.
ஒரு அரசனுக்கு வேண்டிய தகுதிகளைவிட
அமைச்சனுக்கு வேண்டியவை அதிகமானவை. ஆழமானவை. தனக்கு ஆற்றலிருந்தால் மட்டும்
போதாது; தக்கவர்களை தக்க வேலைகளுக்கு தேர்ந்தெடுக்கவும் தெரிந்திருக்க
வேண்டும். ஒரு தூதுவனுக்கு தேவையான
இலக்கணத்தை விவரிக்கிறது இந்த அதிகாரம்.
தூதுவனாய்ப் போகின்றவன் வெறும் கிளிப்பிள்ளை
அல்ல. அரசனின் பிரதிநிதி. எளிதாக தொடர்பு கொள்ள முடியாத அந்தக்
காலத்தில், தனிச்சையாக இலக்கிற்கு பங்கம் வராமல் செயல்படத் தெரிந்த புத்திசாலியாக
இருக்க வேண்டும். இந்த ஆற்றல்கள் எந்தக்
காலத்திலும் குரிப்பிடதக்கவை.
இந்தக் குறளில் பயமில்லாமல் தெளிவாக
செய்தியைச் சொல்லி குறிக்கோளை அடைவதில் தூதருக்குரிய பங்கு அழகாகச்
சொல்லப்பட்டிருக்கிறது. .
மகாபாரதத்தில் பாண்டவர்கள் தங்கள்
சார்பாக உரையாட கண்ணனைத் தேர்ந்தெடுத்தனர்.
தூதுவனாக கண்ணன் துரியோதனனின் அவையில் செயலாற்றிய பாணி எல்லா
தூதுவர்களுக்கும் ஒரு எடுத்துக்காட்டு.
இவ்வளவு தகுதிகள் தேவைப் படுவதால் மிகச்
சிறந்த மனிதர்களே தூதுவராக முடியும்.
இன்றளவும் இது உண்மையே.
“A good envoy has to be erudite. Further, he should have the elocution skills
to convey bitter messages in an acceptable manner to another ruler, who might
be an enemy. If the message does anger
the other monarch, the emissary should not be afraid to stand his ground. While doing all this, the said diplomat
should never lose sight of his purpose and adapt his strategies as the
situation demands it to enable achieving his goals.” Thus specifies the kural
the attributes required for a good envoy.
Compared to the qualities that are required in a king, the
competencies required in a minister are wider ranging and deeper. It is not enough for a minister to be
competent himself; he should be able to look for the right combination of
skills in others for each specific role and assignment, nurture them and deploy
them when the situation demands it. As
an aid to a minister, this chapter, thoothu, talks extensively about the
attributes that differentiate a excellent envoy from an a merely adequate emissary.
The designated envoy was no mere messenger. He represented his monarch in totality and had
wide ranging powers to achieve stated goals for his mission. The absence of today’s instant communications
made it imperative that the envoy be capable of independent action and decision
making that further his purposes. These
are attributes of a remarkable man in any era.
When delivering his message, the kural underlines the role of
the ambassador in conveying the message unambiguously without fear and without
harming the objective. When they
required an envoy to negotiate on their behalf, the Pandavas chose none other
than the super-man, Krishna. That by
itself should be an indication of the sensitive and difficult nature of the
job. The way Krishna conducted himself in that negotiation is a text book on
how an envoy should comport himself.
Even today, the diplomatic corps of every country requires
such supermen!
