“மக்களை பயமுறுத்தி கடுமையான ஆட்சி
செய்யும் அரசு கால வாக்கில் அந்த பயத்தை அதிகப்படுத்த படிக்காதவர்களை சேர்த்துக்கொள்ளும். அப்படிப்பட்ட அரசும் அது சார்ந்திருக்கும்
முரடர்களின் கூடத்தையும்விட இந்த பூமிக்கு வேறு சுமையில்லை” என்று வருத்தமாக
கூறுகிறது குறள்.
உலகில் உள்ள நல்ல ஆட்சிகள் எல்லாம் ஒரே
விதத்தில் தான் நன்றாக உள்ளன. ஆனால் கெட்ட
ஆட்சிகளோ வெவ்வேறு விதங்களில் கெட்டவையாய் இருக்கின்றன! அவற்றில் முதன்மையானது, தம் குடிகளையே பயத்தால்
ஆளும் அரசாங்கங்கள். அவற்றை பற்றியதே இந்த
அதிகாரம்.
ஒரு அரசு தன் மக்களை அச்சமுறுத்த தழைந்துவிட்டால்,
அதை செயல்படுத்த உபயோகிக்கும் படைக்கு சில ‘தகுதிகள்’ வேண்டும். குணமுள்ள எந்த வீரனும் தன் மக்களையே காரணமின்றி
தாக்க உடன்பட மாட்டான். படித்த எந்த
அமைச்சனும் அப்படிப்பட்ட ஆணைகளுக்கு துணை போக மாட்டான். நலவர்களும் நேர்மையானவர்களும் ஆட்சிலிருந்து
விலகிவிடுவார்கள் அல்லது விலக்கப்படுவார்கள்.
எனவே அச்சத்தால் ஆளும் அரசுக்கு
கல்வியறிவில்லாத, மூர்க்கமான முரடர்களே துணையாய் நிற்பார்கள். எப்பொழுது இப்படிபட்ட கூட்டம் அரசுக்கு துணை
நிற்கிறதோ, அப்பொழுதே அந்த ஆட்சியில் உள்ள குடி மக்களுக்கு அரசு அரணாய் இருப்பது
போய் அரசே பாரமாய் இருக்கும் நிலை வந்துவிட்டது என்று பொருள். இதனால்தான் இப்படிப்பட்ட ஆட்சியை ‘பூமிக்கு
பாரம்” என்று கூறுகிறார் வள்ளுவர்.
இதை தெளிவாக ஹிட்லரின் ஆட்சியில் உலகம்
கண்டது. இப்பொழுது இந்தியாவிலும் இது
நடைபெற்றுக்கொண்டிருக்கிறதோ என்ற எண்ணம் இழையோடுவதை என்னால் தவிர்க்க முடியவில்லை.

“Once a government has become so ineffective that it has no option but
to use fear to subjugate its own citizens, it will accumulate a bunch of
coarse, illiterate boors in the positions of power. There is no greater burden that this earth
can be forced to bear, once that comes about” laments the kural.
All good governments are good in the same way. However, bad governments are bad in a million
different ways. Of the various ways a
government can be bad, propagating a fear culture has to be one of the worst. This chapter, veruvanthaseiyaamai, underlines
how important it is for a government to avoid scaring its own citizens.
When a government unleashes a reign of terror on its own citizens it can
only implement it by using an army composed of men with certain ‘qualities’. No honourable soldier will consent harming to
his own countrymen without due cause. No well-educated,
conscientious minister will agree to endorse such orders. They will be either eliminated or will
voluntarily quit.
The government will then divest to those thugs who are willing to
execute any orders just as long as they can terrorize the populace. The government and these brutal ruffians form
a symbiotic relationship feeding on each other. From being the
fence guarding the sheep, the government becomes the primary predator of its
own citizens. Therefore it is no wonder
that Valluvar classifies such a reign as “burden to the earth”.
The veracity of this was amply demonstrated by Hitler & Mussolini
not 60 years ago. I am worried if such a
trend is being manifested in the current Indian political climate where noble
intentions are laughed at and almost no honourable person enters politics.
